
HOUSE CONCURRENT RESOLUTION NO. 41

Urging the Congress of the United States to take measures to assure
protection of social security benefits, to pass a patients'
bill of rights and to quantify a commitment to use surplus
funds to retire the national debt.



Whereas, Since 1992, the national budget has gone from a
deficit of $290 billion to what appears will be a surplus well over
$70 billion; and



Whereas, Since 1992, more than 18 million new jobs have been
created; and



Whereas, Since 1992, unemployment has dropped from 7.5% to
4.2%; and



Whereas, There is a movement afoot to effectively dismantle the
social security system or, at least, to place its future solvency
in jeopardy; and



Whereas, That movement includes an effort to leave the elderly
and infirm with a medical care apparatus which stints on even the
most necessary of services in favor of producing greater profits
for the medical establishment; and



Whereas, The movement seeks to pervert the success of the many
to reward the few by handing the bulk of our budget surplus to the wealthy and giving only lip-service to applying any substantial
part of it toward a reduction of our national debt; therefore, be
it



Resolved by the Legislature of West Virginia:



That the West Virginia Legislature hereby urges the Congress
of the United States of America that it take measures to assure
protection of social security benefits, pass a patients' bill of
rights and to quantify a commitment to use surplus funds to retire
the national debt; and, be it



Further Resolved, That the Clerk of the House of Delegates is
directed to send copies of this resolution to the Clerk of the
United States House of Representatives, to the Secretary of the
United States Senate, to the President of the United States and to
the members of the West Virginia Congressional Delegation.
